BlockBeats reported that on September 6, according to the FAQ page of Telegram's official website, Telegram's previous statement on chat privacy in the FAQ has not been deleted. The statement has been moved to the answer to the question "My robot or channel infringes my copyright, what should I do?"

Previously, according to @tier10k, Telegram quietly updated the FAQ and deleted the following content: "All Telegram chats and group chats are private conversations between participants. We do not process any requests related to these chats."
